The State Board of Elections has identified Michelle Pharr, general manager of the Clarion Hotel in Kill Devil Hills, who also is affiliated with the Comfort Inn South in Nags Head, as the writer and sender of a letter to out-of-town property owners urging them to vote in the referendum held April 17, 2007.
